Online Representations and Certifications Application (ORCA)

 

 

Why Register with ORCA?

 

If the solicitation to which you are responding requires you to have an active registration in CCR, then you must be registered in ORCA.

 

ORCA replaces most paper based Representations and Certifications in Section K of solicitations with an Internet application. The use of ORCA is mandated in FAR 52.204-8 mandates.

CCR and ORCA are complementary systems. ORCA reuses data pulled from CCR and pre-populates many of the required Representations and Certifications. Then, the vendor completes the remaining Representations and Certifications with the understanding that with each solicitation they are certifying to current, accurate and complete information.
 

 

Information needed prior to registration


Three items are needed prior to registration:

 

1.      An active record in CCR

If you are not registered in CCR, additional information on the CCR registration process can be found at CCR Registration.

 

2.      An MPIN from an active CCR record

A Marketing Partner ID Number (MPIN) is a personal code that allows you to access other government applications such as the Past Performance Automated System (PPIRS) and Online Representations and Certifications Application (ORCA). The MPIN acts as your password, and you should guard it as such. The MPIN is created by the registrant and must have nine characters, containing at least one alpha character (can be entered in upper or lower case) and one number. No spaces or special characters are permitted.

To view your company’s MPIN:

1.      Go to the CCR Homepage: www.ccr.gov.

2.      Click on "Update or Renew Registration" - remember to have your Trading Partner Identification Number (TPIN) ready.

3.      Select an entity type and then click "Continue".

4.      Enter your DUNS and TPIN and then click the "Log In" button.

5.      Click on the "Points of Contact" menu option.

6.      Scroll to the bottom of the Points of Contact page to view your MPIN.

3.      A DUNS number

The Data Universal Numbering System (DUNS) number is a unique nine-character identification number provided by the Dun & Bradstreet (D&B). Call D&B at 1-866-705-5711, if you do not have a DUNS number. The process to request a DUNS number takes about 10 minutes and is free of charge. If you already have a DUNS number, the D&B representative will advise you over the phone.

**DUNS +4: The use of DUNS+4 numbers to identify vendors is limited to identifying records for the same vendor at the same physical location. The +4 should only be used in ORCA, if you registered your company that way in CCR.

 

***It is recommended that you print out Appendix A and Appendix C of the ORCA Handbook for sample questionnaire questions and definitions of terms prior to registration. Look over the questions, and make sure that you can answer each question before beginning the registration process.

 

                   

How to Register with ORCA


ORCA is an on-line system which can be accessed by going to http://www.orca.bpn.gov

 

            

1.      Enter your DUNS number and MPIN, and click LOGIN TO ORCA

2.      Review the displayed CCR information.

a.       If the information is correct, you may continue on by clicking CREATE ORCA RECORD

b.      If the information is incorrect, visit the CCR Website and update your registration.

3.   Confirm your ORCA point of contact and change if necessary. Click CONTINUE

4.   At this point you will be directed to a 5 page questionnaire. After answering all of the questions, click SAVE AND CONTINUE QUESTIONNAIRE

a.   You may save what you have entered thus far and exit at any time by clicking SAVE AND EXIT QUESTIONNAIRE

b.   If you need to return to a previous page, click PREVIOUS PAGE

c.   After entering text into a field, you must click ADD in order to save the information.

d.   Certain questions may be marked RESERVED, such questions no longer apply to you based on certain information entered in your CCR record.

5.   At the end of the questionnaire, click SAVE AND CONTINUE TO CERTIFICATION

6.   Review your answers.

a.   If you need to make any changes, click on the check box or the displayed answer to be brought back to the original question.

b.   When finished making changes, click CONTINUE to return to the review page.

7.   Once you have reviewed your answers, you must certify that your answers are true by clicking the check box located at the bottom of the page. When finished, click SUBMIT CERTIFICATION

8.   Download a pdf copy of your completed record for your files.

 

 

Updating ORCA

 

You need to update ORCA at least once per year. You can update or change your Representations and Certifications information whenever necessary, and the 365 day clock will start over from the day of change.

 

You will be reminded of the renewal requirement 60 days, 30 days and 15 days prior to your records expiration, via email. This notice will be forwarded to the ORCA point of contact designated in your company’s record.

 

To update your record, you can login from the homepage and proceed in the same manner as if you were creating a new record.
